On October 13, 2022, the 20th Reexamining Japan in Global Context forum was held in Tokyo to discuss cybersecurity and cyber governance.
The first presentation, “The Cyber Great Game: International Politics Transformed by Digital Technologies,” was given by Professor Motohiro Tsuchiya of Keio University. Professor Tsuchiya began by drawing an analogy between the Great Powers’ geopolitical “Great Game” played in the 19th century and at the beginning of the 20th century for influence over Afghanistan and the current competition between Great Powers for dominance in cyberspace. He then analyzed the consequent challenges facing Japan and the world.
The second presentation, by Professor Mark Raymond of the University of Oklahoma, was titled “Policy, Governance, and the Geopolitical Implications of Global Internet Metastasization.” Professor Raymond analogized the growth of the Internet and the metastasis of cancer, illustrating the process of rapid systemic spread that can change the overall function of the system. He further explained that global cooperation and coordination on cyber governance is becoming more difficult even as it becomes more important.
